Victoria Cooper-Enchia is an international development and program management professional with extensive experience supporting development initiatives across Liberia, Ghana, and the broader African region. She has held senior roles with Chemonics International, working on complex development programs involving government, international partners, and local stakeholders.

In Liberia, Ms. Cooper-Enchia served as Chief of Party for the USAID Digital Liberia & eGovernment Project, supporting efforts to strengthen digital governance and government systems. Her professional experience reflects a strong background in international development, program leadership, institutional strengthening, and multi-stakeholder engagement.

Beyond her professional work, she has demonstrated a longstanding commitment to community development and service. She has served as Board Chair of BASCO Children's Home and Orphanage in Ghana, an organization providing residential care, education, and vocational opportunities for children.

Ms. Cooper-Enchia brings a valuable combination of international development expertise, program leadership, government engagement, and longstanding connections to Liberia and West Africa.

Nordisha Tufour, MHA is a healthcare quality and patient safety leader with more than a decade of experience advancing quality improvement, patient safety, and healthcare operations. She has held leadership roles within hospital settings, including The Woman’s Hospital of Texas, where she has contributed to efforts focused on improving care delivery, quality outcomes, and organizational performance.

Ms. Tufour earned her Master of Health Administration from the University of Pittsburgh School of Public Health and holds a Six Sigma Green Belt certification. Her professional development also includes executive leadership training through the American College of Healthcare Executives, where she was recognized as a Thomas C. Dolan Scholar.

Her work reflects a strong interest in healthcare quality, patient safety, process improvement, and building systems that support safer and more effective patient care. She has also contributed to academic work examining perceptions of patient safety culture among healthcare trainees and staff.

Dr. Ravi M. Ram is a global public health professional with experience advancing health equity, health systems strengthening, and evidence-informed approaches to improving health outcomes. Based in Nairobi, Kenya, he has been affiliated with People’s Health Movement Africa and has contributed to international initiatives focused on strengthening collaboration between researchers, practitioners, and communities.

His work has included engagement in global health policy, health rights, accountability, and efforts to translate evidence and community experience into practical action. He has contributed to international public health publications and multi-country initiatives examining how health actors can move from sharing lessons and evidence toward collective action and systems change.

Ravi brings a cross-cutting perspective on health equity, community engagement, public health policy, and health systems strengthening, with experience working across African and international health networks.

Dr. Nicole Cooper, MD, MPH is a Liberian physician, healthcare executive, and public health leader with extensive experience in clinical medicine, health systems strengthening, and private-sector healthcare development. She is the founder of Wellness Partners Health, a healthcare system in Liberia focused on expanding access to safe, reliable, and affordable medical care.

Dr. Cooper is board-certified in Internal Medicine and Pediatrics and is a graduate of Baylor College of Medicine, with postgraduate training and public health experience that includes the University of Miami and Harvard School of Public Health. Her professional interests have included global health, health systems strengthening, and improving healthcare delivery in resource-constrained settings.

She is also a founding leader of the Healthcare Federation of Liberia (HFL), established to unify Liberia's private healthcare sector and strengthen collaboration between private healthcare providers and the Ministry of Health. Dr. Cooper has contributed to national efforts related to COVID-19 response, private-sector engagement, universal health coverage, and public-private partnerships in healthcare.
